For i=0,1,2, this page gives all the binary connected phii-optimal block designs (up to isomorphism) with v points, b blocks and constant block size k, such that v,b,k>=2 and v+b<=16. We remark that phi0-optimal is often called D-optimal and phi1-optimal is often called A-optimal. The lists of designs are in DTRS external representation protocol version 3.0 format, compressed by bzip2. Each file has content type a, which means that, for the given i, all phii-optimal binary connected block designs (up to isomorphism) with the given (v,b,k) are in that file, where phii-optimal means having the least phii-value amongst the binary connected block designs with the same (v,b,k). The block-list of each given design is lexicographically least in its isomorphism class, and within each file, the designs are ordered in increasing lexicographic order of their block-lists. Each file also has content types i, c, g and s, which mean that each design in that file has, respectively, <indicators>, <combinatorial_properties>, <automorphism_group> and <statistical_properties> subtrees. In addition, all equivalence classes of resolutions of the designs are given.
